CM Frumin Urges DC Zoning Commission to Reopen Record on Ward 3 Rezoning, Responds to Coalition Request

Ward 3 Councilmember Matt Frumin has asked the DC Zoning Commission (ZC) to reopen the public record for the proposed major upzoning of Connecticut and Wisconsin Avenues (ZC 25-09 and ZC 25-13) to allow public comment as the Office of Planning (OP) submits new information requested by the Commission.
CM Frumin was responding to a letter to all Councilmembers from a coalition of community and citywide groups – Ward 3 Housing Justice (W3HJ), NW Opportunity Partners CDC and the Committee of 100 on the Federal City – asking all Councilmembers to contact the ZC with this request. To date, only CM Frumin has taken action.
“We very much appreciate that CM Frumin has recognized that this is a basic matter of fairness. At the hearings, when significant objections were raised to OP’s proposals, notably about a deficit of affordable housing, the ZC directed OP to revisit the proposals and submit additional information. OP’s submission will surely be substantive. We urge the ZC to honor CM Frumin’s request to give the public its appropriate opportunity to respond,” said Margaret Dwyer of W3HJ.
“This is a citywide issue. As OP targets entire corridors throughout the city for similar ‘matter-of-right’ upzoning, residents, ANCs and even the ZC will be unable to comment on future projects,” said Meg Maguire, Chair of NW Opportunity Partners CDC.
“We applaud CM Frumin’s request to reopen the record while OP, the Applicant in these cases, submits additional materials, including materials regarding the economic impact of Inclusionary Zoning. We would urge the Councilmember to also consider challenging the elimination of any public review of these upzones once adopted,” said Judy Chesser, Chair, Committee of 100 on the Federal City.
The groups look forward to working with CM Frumin to bring development to Ward 3 that is appropriate for our neighborhoods, our ward and our city.
